Responsible for regulating behaviors of adoption organizations in China in relation to intercountry adoption, reviewing intercountry adoption applications and relevant certificates, investigating eligibility of foreign adopters, making studies to set up eligibility requirements, as well as negotiating over and dealing with matters regarding adoptions of children by foreigners residing in China or by relatives who are citizens of non-cooperative countries.
