Delegation from the Dutch Ministry of Security and Justice Visited CCCWA

  On January 27, a delegation from Dutch central authority of inter-country adoption---- the Ministry of Security and Justice visited China Center for Children's Welfare and Adoption (CCCWA)and had a working meeting with Li Bo, Director-General of CCCWA. The delegation consists of Mr. Joeri Kapteijns, Director in charge of control, management and judicial affairs, and Policy Officer Mr. Jan Vroomans, accompanied by Mr. Cornelis Groeneveld, Director of Consular Office of Netherlands Embassy in China, and Deputy director Mr. Robert Bijkerk. Chu Xiaoying, Deputy Director-General of CCCWA and relevant officials of International Cooperation Department attended the meeting.

  During the meeting, Director-General Li Bo briefly introduced the functions, main work of CCCWA in the field of inter-country adoption, as well as the status quo and trends of China’s inter-country adoption. Mr. Kapteijns indicated that inter-country adoption decline is a good change, embodying the Hague Convention principle of "domestic adoptions as the priority". He then exchanged views with Director-General Li on the policy adjustment newly released by CCCWA, and expressed appreciation and gratitude to the adjustment made in accordance with practical needs. Mr. Kapteijns also introduced the management model of Dutch adoption agencies, the health and age requirements of adopted children, as well as the cooperation between Netherlands and other countries on inter-country adoption.

  On 26 January, under the coordination and arrangement of Tianjin Civil Affairs Bureau, the delegation visited Tianjin Children's Welfare Institute. With the field visit and introduction of Ms.Wang Guixin, director of the institute, the delegation acquired a deeper understanding of the inter-country adoption and child welfare work in China. The delegation was deeply impressed by the nurturing, rehabilitation, and special education for the special needs children, and also deeply touched by the professionalism of the staff and their love and care for the orphans and disabled children.

  This visit deepened the exchange and understanding between the two adoption authorities of Netherlands and China, enhanced the bilateral cooperation relations between the two countries, and laid a solid foundation for future cooperation in the field of inter-country adoption and child welfare.
